Educated guess - the manpads were taken there because they are about to sell them to Assad's regime.

...or just more posing towards the west (as if the other air defenses that they set up in Syria did anything to US cruise missiles).

...or one/some of Russian generals has made his own deal to deliver manpads to ISIL or Al-Qaida and needs to bring them to the region for them to be "lost in combat".

Corrupt Russian general(s) =/= Russian government

Considering the main interest for Russian participation in Syria is to bring in revenue by selling (typically outdated) military equipment to Assad's regime and anybody else willing to buy at inflated prices, I would not consider it impossible that they might actually be selling to both sides of the conflict, but at least at this moment I consider that to be unlikely.

Let's face it - Putin's regime and whole Russian apparatus is riddled by corruption inbuilt to the whose system. For example last year's listing of Transparency International places Russia as 131st least corrupt country in a world (out of 176 countries total). Hence Russia ranks as more corrupt than for example Liberia (90.), Cote d'Ivore (108.), Bolovia (113.), Dominican Repubic (120.) or Sierra Leone (123.)

The main difference to 1990's is not that Russia would not be as corrupt today, but that now all levels of administration all the way to the top are corrupt and monetary gains are much larger.

Usually this would be for showing them off in front of a potential buyer as well as familiarizing the troops with them, but beats me how they plan on doing that.
