The world has been underestimating NK for decades and look where where we are now. It will only take a handful of cobalt bombs to turn North and South Korea into the new cancer hotspot of the world for decades. Even worse if they can somehow smuggle a cobalt bomb anywhere near Japan in a ship or something. Maybe they can't build one right now, but in a few years time?

The whole point of a cobalt bomb is that your nuke produces the Cobalt 60 for you. You just need ordinary cobalt and a nuke. Both of which they already have.
