Can one aim properly with folding/collapsible/wire stocks

Same way you do anything else. As long as the butt is pulled tight into your shoulder, a cheekweld isn't really necessary, its just for quality of life.

As long as the sights are lined up you'll shoot on target
Cheek welds help you get there faster by letting you reference your head position and keeping it there for follow up shots.

The emphasis put on cheekweld is an american thing. It isn't as important in other cultures/doctrines.

Well seeing as almost all russian optics alone are offset and therefor used without a cheek wield.... uhh yeah.
