Very, very few groups of people should be barred, like serial murderers. Any other group of people that are of concern should be assessed individually, and if there's little or no evidence that they'd misuse them let them bloody well have them. Some people with Down's syndrome only have a mild or moderate impairment, and hold down productive jobs and shit.

Even fewer should be barred from simply using them. Plenty of people who couldn't be trusted to own a gun could still be trusted to use them under supervision, people with reasonably severe Down's syndrome would fit in this case.

I used to work at a grocery store with a girl with down and a guy with moderate autism. Not true, there is no way to know if you're prone to have down syndrome offspring, mostly because the most common scenario is a family with three or four siblings and one of them has downs. The only thing you said it was true was that the odds are bigger if the mother (not father, only mother) is older than 40.

First of all, you're free to own/possess under age 18, you simply may not purchase. Individual state law may dictate your ability to use or have access to without supervision.
Secondly, appointment of a guardian or conservator doesn't mean shit as to the legality of firearm possession. The operative question is whether you've been ADJUDICATED as a "mental defective" or been committed to a mental institution. Plenty of people with mental retardation or other limitations aren't adjudicated as a mental defective, and it isn't a requirement that you are in order to have a guardian or conservator appointed.

I might, however, be in favor of a law that says if you go onto a public forum and post a bunch of bullshit when you have absolutely no idea of its truth or falsity, you may not be capable of operating a device of any kind more complex than a slingshot.
