The US has satellites that can detect the IR plume of a ballistic missile in boost phase. Ground based radar can also track the object as well.

THAAD would probably be the best bet if you can't detect them prepping for a launch via satellite imagery and launch a pre emptive strike, assuming you somehow know ahead of time that they're launching it at the US or an ally.

He appears as the kind of person who would start a war out of pride, not laughs. I think the South Koreans are more worried about him than Kim, partially because they're whipped by Kim. If Kim makes an escalation, the South Koreans will try to appease him and give him what he wants because they're afraid of him. They see Trump as someone who would meet escalation with escalation until war broke out.
