A reloader here, your best chance is find someone who reloads and have them do it. You'll have to resize/deprime the brass, clean it, and then reprime and charge it with powder.
Yes you can use black powder, no just use a 5mm pipe and JSP for maximum effectiveness. It will be a zip gun, use it to get a real gun.

Use an abrasive media, like stainless steel pins, dish soap, and dishwasher booster. Buy a rock polisher, they're cheap and last a long time.

How important is the resizing? I live in a very strickt gun rules country so finding someone that reloads these is realy rare. Could I try to make my own resizer? might not become perfect offical sizes but if I can make it a concistent shape and fit into the chamber it shouldnt be a too big of a deal, the depriming and repriming doesnt look too hard as I saw on youtube, just get the primer out and get the dint out, make the hit sensitive powder or whatever you call them and fill it back up, should all of this work? It doesnt have to be a real sniper, just something that shoots and works properly.

Resizing is to resize the case mouth so the bullet can be seated properly. The case length is not really important for a single shot zip gun as Cartridge Overall Length applys only for magazine use.
