wtf i bought a sharpening stone like that and had my kitchen knives razor sharp in like 5 minutes

to use a whetstone, keep it wet, and maybe lubricate it with some baby oil or something if you really want but its not necessary. then just drag the knife across it at a 10-30 deg angle like it shows

use the rough side first, then hone with the finer side. the rough side will actually take material off, the finer side still will too but not as much, its for honing rather than making the edge. you should be able to feel the difference with just your finger

me i hone every time i use my knives, before and after, and sharpen if i notice theyre explicitly dull and crush something instead of slice it (i have shitty knives so they dull quickly)
