Yeah pretty much anything that can be shot out of a canon and retain enough velocity to the target is a effective anti-personnel load.
But chain shot has somewhat of an reputation as being exceptionally bad because it would have somewhat of a spectacular effect on people, i am however not so sure that it was more effective then grape shot or similar dedicated anti-personnel loads.

The simple answer is because it was unnecessary.

An arrow shot in such a high trajectory will not have much energy when it reaches the ground.
The problem is that arrows flex a LOT in flight, which creates a shit ton of drag. Because of this, they slow down rather quickly, meaning they wouldn't fly that high. To make matters worse, when they come back down, even if they stopped flexing, they've still got a lot of drag, meaning that reaching terminal velocity is probably impossible, and that terminal velocity won't be impressive either.

We have a fair amount of accounts of what happened when a slow flying arrow (in these cases from bows of low draw weight instead of retarded trajectories) hit an armored target:
Jack shit.
For example, during the first crusade, there were a lot of cases of Europeans being hit by arrows from rather weak bows. They couldn't pierce their way through an aketon, and they bounced off mail.

If we look at the late middle ages, with longbows and those spectacularly heavy-duty crossbows, it's abundantly clear that they were direct-fire weapons, usually only shot from pretty close distances to ensure they could at least get through some of the lighter types of armour. Getting through heavy armour with an arrow or bolt is of questionable feasibility anyway.

That would never fly at all. The force needed to spin them would be more than he force to launch and would need to be perfectly balanced. If it managed to hit one arrow would put it off course and my be effective. You'd need to launch waves of them one behind the other in series but there's no way the device that is supposed to fire it could be reloaded and fired in succession

The reward is much lower than you think and way more ineffective. This only works in fantasy.

That literally only works in martial arts demonstrations where the swordsman knows exactly where the arrow is coming from, when it will be fired, only has to deflect one slow-moving arrow from a low draw weight bow, and isn't having to do any other fighting.

There's no way to do that under battlefield conditions.

So lets actually do some math about this.

Using the Welsh/English longbow as reference, since that's a human bow and fiction elves are always better than humans in archery.

Reproduction longbows from the Mary Rose can launch an arrow at about 170-190 feet/second (52-58 meters/second). The shaft of an arrow recovered off the same ship is 30.5" long, or .77 meters.

At the arrow's fastest speed, the twirly things would have to spin at 68 RPS in order to not have the blades miss the entire length of an arrow between rotations. The things seem to have two blades, which cut this number by 2 down to 34 RPS. This is a "worst" case number that should stop 100% of arrows, reducing the RPS linearly reduces the probability of intercepting an arrow down to 0% at 0 RPS.

The next fact to consider is relative velocity, the arrows are slower than right when they leave the bow, but the relative velocity is increased by the twirly-things approaching the arrows. I don't have data on how much arrows slow down, so might as well mulligan it out by saying that the lost velocity by the arrows is cancelled out by the velocity of the things.

2200 RPM is still an absurdly high number for pre-industrial mechanisms. The movie depictions do not nearly rotate 34 times per second. I counted about 8 RPS or so in slow-mo, which would let 75% of arrows through, a nearly useless defense.

The drag is not going to have anywhere near as much of an effect as you think will in kinetic force on impact, you'll see it's influence most in reduction of the horizontal vector and shortening range, where drag has a much larger influence on the perceived effect.
