No. The days when people bought milsurp to get an cheap shooter or a knockaround gun are long behind us. Today, both the rifles and the ammo are too rare and expensive for that. Buy a Savage Axis II or a Ruger American Rifle - both can be had for $300-400, use ammo that is cheap and common, and are fine tools for what you have in mind.

If you already have K98 great, if not you would be fine with a Yugo M48 as lone as it's not show out. And while milsurp is freely available co is retail ammo. The Yugo manufacture "PPU" stuff at shows and about $20/box or less.
