The idea of the gel test isn't to see how in absolute terms a specific round will perform in a human body. Such a test would be nearly impossible to design after all, given how much that performance would vary with where exactly you hit someone. This is also why the minimum acceptable penetration is twelve inches, despite this being overkill for many angles. The gel is not assumed to being directly equal to human tissue, so the lower limit in the gel isn't set to the lower limit we'd accept in human tissue, but to a number calculated by carefully considering how many inches of gel various structures in the human body equal, and then looking at how much of what the bullet must pass through for various expected scenarios.
Gel tests exist to allow us to compare ammunition. For this purpose, the gel doesn't need to equal human anatomy, it must merely be close enough that the performance of various rounds relative to each other is right. Ie if round A penetrates deeper in gel than round B, then for similar hits on an actual human round A should also penetrate deeper than round B. (This is not something that we can't take for granted with target simulants, and likewise for large enough changes in the projectile the gel may cease being valid for comparisons, don't expect gel tests to work properly for arrows and knives).
