More likely the plate carriers are setup for the idea of responding to a callout when they are off-duty and may not have the subload or their normal duty belt.

Agree with this, I commute on the Washington ferry system and there are occasionally Coast Guard - an actual military branch - guys standing around who look less militarized. Amusingly they can't actually arrest you for breaking the law there, only shoot you. Jurisdictions are funny that way.
