Germany loves to sell guns all over the world almost as much as America does, and as opposed to government contracts, selling guns to civilians doesn't have the evil connotations of these guns possibly being used for genocide or large scale terrorism later on. The main criterion is if the export are has any human rights issues or is currently a warzone. As that is not an issue in the US, this export problem is largely USA-based.
