Well when the foreign soldier gathers weapons, traitor scum locals become his goons, takes hostages, and tries to murder people including women, seems like the only limits on what you cant do to him are only in your imagination

If the pilot surrendered and wasnt part of a suicide attack and still was killed by the locals than maybe a different story

If he's helpless, capture them treat them well enough that they may be interviewed by proper personnel.

If it's an occupying force leave them the hell alone until a bigger coordinated force gives you an objective.

If it's total resistance skirmish, subvert and try not to kill each other.
