As someone who works in the utilities industry this shit is scary. This wasn't even that bad. many times utilities poles are on people's properties on a utilities easement. So you go into peoples property/backyards and start working, often without permission.

Many times when people discover you they are not very happy. I've had several people pull guns on me and have had many guns pulled on the guys that work under me.

It is standard procedure to announce yourself at any dwelling on the premise (knocking, yelling to announce yourself). If there is no answer you enter the property if they say no you have to call the police and get an escort onto their property.

When there is no answer many times there are people who work the night shift and didn't hear you knock, or they come home when you're already in the back yard, or they ignored the door hoping you would go away and are surprised to find you go back anyway. This often leads to confrontations.

If people have utility infrastructure in their property and their property is fenced and locked you typically cut a link in their chain and install your own universal keyed utility lock, or if there is no chain you can spice into you just cut their lock and replace it with your own that they don't have a key to, in some cases effectively locking them out of their own property.

It's a fun job that leads to some interesting situations to say the least.

I live/work I California primarily under SCE and PG&E.

But this isn't some weird California thing, utilities easements exist everywhere. My company contracts out to utilities nation wide and I've personally worked on engineering projects in San Antonio and Atlanta and it's the same deal there with entering properties on utilities easements. Effectively the utility that owns the equipment on your property also owns a 3 foot path to that equipment. And any joint pole entity that also is given rights to that equipment has permission from the owning utility for them also to access that pole via their easement. And further any contractor of the utility or contractor of the JPA entity that was given permission by the utility ALSO has permission to use that easement to access the equipment on said persons property.

There's just a shit load of it going on right now in California because ALL of SCE's poles (1.5 million of them) are getting fielded (surveyed) on a CPUC mandate. That's a LOT of back yards and rural properties field techs are going into on a daily basis.

If someone shoots a utility worker they are properly fucked. And I'm pretty sure it's going to happen one of these days on this Edison CPUC mandate.

People end up building on/around the utility poles and associated equipment. Understandably they want to maximize the use of "their" property. People end up building sheds, garages, animal enclosures, around utility poles, or worse with utility poles as an integral structural member of these private constructions.

Technically they (the homeowner/resident) weren't allowed to do this and any time the utility needs access to that equipment they are free to "deconstruct" any non-appropriate constructions on/around the pole. This means a team of linemen/groundmen come in and literally tear the shit out of your property to get to a pole to do their work. Sheds torn to the ground, concrete ripped up, gardens destroyed, enclosures knocked down, etc. and there is legally nothing the homeowner/resident can do as they were legally in the wrong.

nobody wants the utilities poles there, but everyone wants the power and communications services they provide. Power and comm lines can't just hover magically above your property anon. Not saying the situation is ideal but to say no one "wants" the utilities infrastructure is naive as hell.

Most new construction is built with utilities underground. Typically it's a better arrangement but the construction of new underground utilities and worse, the upgrading of preexisting overhead infrastructure is extremely destructive to public and private property. And extremely destructive if something needs to be dug up to be fixed.

The garage's solution was to literally build their wall around the downguy with the anchor inside the building. Imagine a cable going into a wall, coming out the other side on the inside of the garage and attaching to a big steel rod coming out of the ground, through the concrete foundation.

The downguy wasn't large enough and had to be upgraded for safety reasons on the pole it was supporting.The brick wall was structural and un-permitted. The city had to be involved and half this guys garage had to be demo'd after sitting there for 30 odd years because he or whoever originally expanded it in the 80's didn't know about utilities easements or building permits.

And then the stories of people who try to remove equipment from their property. I could go on about that for a while...

This is why when you buy property, make sure you own all the land rights that you want. Generally it's a good idea to buy land without any utilities on it and out of the way of any future infrastructure projects, like spillways, roads, and power or gas lines. That includes surface land and mineral rights so oil and gas companies can't buy the underground portion of your property and start digging. Also if there's any water whatsoever, make sure you understand the ownership of it. Standing water is different from moving water, but both are restricted in what you can and can't do with them because of crazy water zoning laws and legal owners being way upstream/downstream from your property (including different states). Also make sure there's no fuckery going on with the airspace over the property, because a few years after you purchase the land there could be a runway or helipad next door with planes buzzing your driveway

Any utility equipment on private property IS the utilities property, and building on it is not permitted or legally defensible.

The Utility also usually owns a 3' easement from the start of the property all the way to the equipment for maintenance and construction access. This is usually not a fixed easement, it pretty much means no matter what if a utility worker is on ""your"" property heading to work on the equipment, they are legally on utility property because of that easement.

This also applies to power meters on everyone's house. The Utility can legally walk to the power meter on every house so equipped because there is a legal utility easement from the edge of the property to that power meter.

Hell in many cases even if a utility pole ISN'T on your property, the simple fact that your house is fed from the pole adjacent to your property and the triplex running from that pole to your house is property of the utility means they can legally go on your property to reach the attachment point on your house for their conductor.

The majority of poles on private property are primary power poles and require circuit shutdowns, circuit redesigns and approval (what I do), permitting, readjusting easements (bringing in legal, which can take for fuckign ever and drive up costs),then actually dropping the pole and retensioning wire, coordination with joint pole entities to move their facilities (power utilities dont touch comms and vise versa, so you'll need two different crews to get the job done) etc. etc. etc.

It is a very man-hour involved process and very fucking expensive, just in billable labor alone.
