I don't think there is much to the requirement for BA or Masters Degree for police work and that data is hard to interpret. But paying them more would probably shift the averages in a positive direction.

Of course medical care after shootings does matter. Cops probably do leave a lot of people-- including their own officers-- to bleed out while waiting on ambulances but that is a separate discussion.
