there are no rule prohibited you owning and using VSK-94
the problem is how to get one into the state, i think KBP- the designer of the rifle is a Russian state own entity, so they are on the sanction list

the 9x39 ball ammo exist before the 9x39 AP
VSS and VSK-94 was equipped primarily with 9x39 ball because the AP was consider less accurate
