Considering the North Korean navy is entirely consisted of civilian shipping vessels, I'd say no. The Arleigh Burke couldn't win.

Maybe, it depends on the flight, mix of armament in the VLS cells, helis carried and what the helis can use.

If you drop most of the AA missiles and have a mix of, say 16-20 AShMs and the rest ASROCs or similar and give a fucktonne of torps/depth charges/sonabuoys to the ASW helos then maybe.

The Burke has the sensor advantage.
