There's a difference between not having the tech and having it, but not using it. GaN based radar is not this magical unobtainable thing that only the brave and impressive people have can field. Example, Saab has offered to the Indians GaN-based AESA radar for their Tejas LCA fighter.

The probable reason why AMDR won't be IOC until 2023 is due to program/concurrency planning. If the USN wanted it on its ships immediately, it would get it I'm sure.

If so, they are potentially very powerful and long range.

Against seaskimmers maybe they won't be that useful due to radar horizon and sitting low towards the waterline, but they could still jam the fuck out of high flying MPA radars, AWACS and other airborne sensors. Just like the Y-8/9G ECM crafts, whose job is to remain in the back, jam enemy AWACS from afar to protect tactical fighters engaging the enemy.

The 055 being equipped with these long range jammers might achieve a certain degree of stealth by jamming, in addition to its RCS reduced design.

Pic related is how noise jamming looks like for a radar operator. At 210, someone is jamming that entire direction.Basically, you see nothing anymore, but white noise. It will be worse, the further away you are to the target and the stronger the jamming is, as the noise will blot out even more of your screen, making it even impossible to assume from which direction it comes from.
