the purpose of the space corps is to ensure that the money that congress sets aside for space specific projects doesn't get shifted to other projects and shit by the Air Force. that's pretty much it. it's just gonna be the portion of the Air Force which normally deals with space shit for the time being.

It's not a new thing. Russians have had a space force for a while. Just a reshuffling of intended roles and responsibilities of aerospace defense personnel.
