whats a very cheap rifle that performs amazing while using 22lr rounds (to keep the cost of ammo down)

Get a 10/22 or a real AR with a .22lr drop in. The 10/22 is a good gun and will last a lifetime. A real AR keeps you from wasting money on a shit .22lr "assault" rifle that will break or perform like shit and you can shoot .223 when the piggy bank allows for it.

The Sako Quad looks very interesting, and is something as funny as a system rifle for small calibres. With a barrel change, you can use it in .17 Mach 2, .22 LR, .17 HMR, or .22 WMR.
The Range version looks like a baby TRG-22. It has a rail so you can attach a scope with no problems. It's a little pricy, but I'd say it's up there with Anschutz rifles. Well, bar the triggers, Anschutz triggers can't be beat. And their biathlon rifles, they shoot like a dream but the price is like out of a nightmare.

Unless it is sitting on a real AR lower, than no it is not convertible.
If you have less than $300 to spend, get a 10/22 or pawn shop plinker. If you can, save up for an AR with a .22lr conversion bolt.
I use my .22lr conversion all of the time. It's cheaper on ammo and much easier to find places to shoot.
