Reporter doing his job, observes a guard who readies his firearm, whether racks slide or take safety off, and reports on the anticipatory need for doing so, expects danger. I suppose this would not have even been an issue if the guard did this upon starting his day, but since he did so once the vehicle got loaded up with reporters and heading out to/from a G20 meeting (which is currently experiencing a riot.)

It could be that the guard press-checked but the journalist doesn't know how to say that and just heard the clicking of the action.
It could be that the guard just racked it.
