It actually does work for some countries. Seems most popular with islands nations because of their geographic isolation.

However I think Costa Rica and Panama were poor choices for this. Consider the countries that border them and the political history of central and south america. It could have gone horribly wrong ... and still might go wrong in the future.

Costa Rica eliminated their military because it was infested with communists.

They opted to have the US act as a surrogate military and protect them, which it has done.
