Those mass merchandised ones aren't no where near the weight of a real safe, and usually nothing special is required. There are moving companies with powered appliance movers that can put them wherever you want with little to no troubles for not much money. Hell, some of the smaller ones aren't much heavier than a refrigerator and can be done by just a couple of people, including navigating a flight or two of stairs.

If you're talking an actual safe, it is a different story. There are still moving companies who specialize in heavy shit. May even require cribbing the stairs to prevent their collapse. If you get an actual safe, you can haggle with them or their partner company who does the moving. Used bank safes (legit safes) can sometimes be had for a song and a dance if you have the ability to actually install one without falling through your floor or cracking your concrete slab.
