It's good advice, especially if you've never shot a gun before. Nearly anything bigger and you'd probably develop a flinch.

Nugget is great for recoil training, the 22 is great for getting 2000 rounds down range for a little over 100 bucks
If you are training to develop early marksmanship fundamentals, with no experience with heavy calibers, a .22 is far superior.
ALL trigger time is helpful.
Ever wonder why really serious competition shooters dry fire constantly?
IMHO a spring-piston air-rifle is the hardest to master. it's also the cheapest to shoot. Something like a Gamo or a Ruger Airhawk is where i'd look.
Hey- I have that mossberg bolt action .22!
Since 1992 Ruger has sold the 22/45 pistol. It shoots 22lr, but has a grip that's supposed to feel like a Colt 45.

Why not just use an airsoft gun then? You don't have to take it outside the city and you can shoot real people similar to simmunition training.

Everyone trains with .22s. Everyone.
With what other cartridge can you get accuracy, affordability, availability, and the ability to concentrate on things like breath control, body mechanics, trigger control, sight alignment, eye focus, etc. etc. in such a easy-going low recoil format?
Shoot all the full-size centerfire you want, but go back to the .22 to polish up your skillsets. If you've developed a flinch, it will reveal it immediately.
