That's way oversimplified. People change and are highly dynamic. Bad people turn good, good people turn bad, and most everyone sits in the muddy grey area between.

I'm Christian. As I recall the bible makes a distinction between killing and murder where killing is alright but murder isn't.

Whatever goes against God's will. That doesn't mean I should go about offing people though. In fact everyone is guilty of some degree of evil so it's best to be gracious whenever possible.

"Murder" is a construct of civilization used to label the act of killing as something that is punishable by the laws of the land.
"Killing" is the forcible taking of life.
Killing is neither good nor evil since it is a natural phenomenon, and nature has no sense of good and evil.
