My guess is it probably wouldn't work all that much better out of a carbine than it does a handgun. A little research shows that .500 SW has an increase of about 200 fps from a carbine (dunno if it was the same exact load, barrel lengths, etc but it was 350 grains) and that's a much more potent powder charge. The gain would likely be less with smaller bullets at lower pressures/velocities. The larger diameter cartridges have more volume to burn powder in, so they benifit less from longer barrels. This is why 9mm is generally more popular as a carbine cartridge than .45 ACP.

As far as I know they measure by closing the bolt and putting a measuring stick down the barrel. A quick estimate in mspaint is that this barrel is a tad under 14.5 inches long, assuming I correctly guessed where the bolt ends and that those cartridges are ~41mm long as shown on wikipedia. Just a skosh more and this could be a stamp-free .50AE PCC.
