From a practicality standpoint, there's very little reason to use anything other than semi auto. Of all manual actions I do prefer lever though.

Bolt action is the correct answer. Nothing combines strength, reliability, accuracy, easy and speed of operation, lightness of weight, compact size, and affordable cost quite like a good bolt action. Other actions may be better in one of those aspects, but nothing is better overall.
