She has those but she's not using them properly. That balcony is concrete, it's quite good cover and if she were further back, it would also be good concealment. The reason the IS sniper missed is that that their target profile was literally half a head above a concrete wall. If they're not elevated then it's a super hard shot. Not that this excuses all the other mistakes that you pointed out.
