Nope. pH is the measurement of the concentration of H-ions in a given solution. The common (Bronsted) defintion of an acid is that it is a H+ donor (a base is a H+ acceptor).
If you're going about loading shells for anti-personnel use, a base would be better (it does more tissue damage)

In chemistry, there are 3 definitions of acid.
The Arrhenius definition is any substance that lowers the pH of a solution when dissolved. (ie pH < 7)
The Bronsted-Lowry definition is more general and refers to any substance which can donate a proton (H+ ion) in a reaction.
The Lewis definition is the converse of the Bronsted-Lowry definition: any substance which can accept a pair of electrons in a reaction.

Metals react with acids because metals are typically easily oxidized. For example, Reacting copper with hydrochloric acid: 2 HCl + Cu --> CuCl2 + H2. See it yields a salt and a gas. This occurs because copper is higher on the activity series (i.e. more reactive than) HCl and therefore copper is given to yielding up two electrons (Cu --> Cu+2 + 2e- ) and give them to the H+ (2 H+ + 2e- --> H2) to yield hydrogen gas.

You know, I wouldn't have given it much thought a year ago, but when I heard that the cladding responsible for a lot of the destruction in that apartment block fire in London a week ago was aluminium, it gave me a real appreciation for the considerations that have to go into the choice of chemical compound. Aluminium seems to appear in some pretty dangerous stuff, like explosives, and the rest.

I guess it makes sense if you consider just how many things a substance is industrially used for, that under the right circumstances those same useful element or compound can be quite reactive or explosive. The theory seems to hold for things like nitrogen and potassium as well.
