In America they were, so they remain. Even if we got rid we'd just put Army on boats and guess what, they'd probably be known as Marines. The Marine Corps has survived the chopping block by being effective and comparitively cheap compared to what the Army would require. Just the simple fact they make everyone an e4 lickidy split is a huge payroll increase for starters.

The budget issues are a larger systemic problem of DoD procurement costs going out of control.
