nobody quarantined TO, but it got close to getting quarantined and there was a plan to do it. of course once the highways and roads and waterfront were blocked off, people would know. the point is that plan was as real as the breakfast you had this morning and enough troops were pulled up to the city to carry it out. they got some bs assignements to keep them occupied and make it look like they had a reason to be there, but they were there as a co tingency in case there was an epidemic in TO. if SARS actually went the way everyone feared, you would wake up one day and the city would be closed off, circle roads around it patrolled and monitored, and all the exits controlled by the troops. at that point, you're right, once there was an actual quarantine would be obvious, but at that point it wouldn't matter because you wouldn't be able to leave anyway. The reason it didn't happen was that they calculated the spread and mortality numbers of the virus vs the damage the city would sustain and casualties if there was a fake scare and they put up the quarantine too soon. the virus numbers never pushed into the territory where quarantine would be warranted.

In case you are unaware, the RCMP have just re-listed 80% AR-15 lower receivers as “prohibited devices” without any apparent consultation with Parliament or any insight from the firearms community. These 80% AR-15 lower receivers are just unfinished pieces of aluminum that are essentially paper weights unless and until they are properly machined by a skilled machinist. They are not capable of being used to assemble a firearm in their 80% condition, but every Canadian who owns an unregistered copy of one of these has just been declared by the RCMP to be a criminal.
On this logic, a block of aluminum must be prohibited as well, since a skilled machinist could turn it into a prohibited firearm. There is no meaningful difference from an 80% lower receiver.
When will these arbitrary decisions by the RCMP stop?
I urge you to raise this in Parliament and help stop this attack on law-abiding firearm owners. Yesterday someone who had one of these was a law-abiding citizen going about their business lawfully. Today they are liable for this:
Possession of prohibited weapon, device or ammunition knowing its possession is unauthorized
92(2) Subject to subsection (4), every person commits an offence who possesses a prohibited weapon, a restricted weapon, a prohibited device, other than a replica firearm, or any prohibited ammunition knowing that the person is not the holder of a licence under which the person may possess it.
(3) Every person who commits an offence under subsection (1) or (2) is guilty of an indictable offence and liable
(a) in the case of a first offence, to imprisonment for a term not exceeding ten years;

as for the ones that are deemed reatricted and non-restricted restricted, they all get their own unique number.

here is what Questar wrote about this:

Side note. How long does it take for your first pistol registration to take? I bought a STAR Model B Super from TradeEx with 1000 rounds of ammo, the CFO sent me a letter saying they'd suspended my registration until I could prove I wanted it for legal purposes, I sent them a fax of my range card (with my ID and PAL for good measure) and they've yet to even send me an email a week later. I've sent the RCMP an email, as well as TradeEx and both of them are silent.
