If you want a rifle that shoots minute-of-barn-door and double feeds every round after it starts to warm up (20 rounds or so) then that's on you. All I know is knowing what condition those rifles are in I wouldn't take one if they were giving them away.

As long as the M16/M4 is the standard issue rifle of the US military then every serviceable part will be put back in issue. However, with the M9 being phased out I really wouldn't be surprised if they started selling them in lots to FFLs.
