I have a couple hundred dollars to blow at Bass Pro and I'm thinking about getting my first gun since there's not much else I need from there. What would be a good starter to learn? I'm thinking maybe a Marlin 60.

The Marlin 60 and Ruger 10/22 are both great places to start.
Marlin 60s are great rifles, I actually plan buying some for my kids when they come of age. If tube fed doesn't bother you do it.

No, the background check will take place in store when you pick up the gun. I wouldn't bother ordering online, just call the store and make sure its in stock. Both the marlin and the ruger are very common so they probably will be. They will walk you through the process when you buy it.
