I've worked border LE since before these boats showed up. At first I thought like you and was completely against it, but at this point I give few fucks.

They showed up because Obama used border security as a bargaining chip. Rick Perry needed a solid platform to stand on during his presidential campaign, and so all these Texas border security initiatives popped up. Perry would be able to say, "See, Obama has abandoned the border for political posturing. He's allowed all this smuggling and violence that Texas now has to deal with." And so we got Troopers and gunboats and intelligence/coordination efforts along the border.

My initial take was that gunboats are unnecessary because shootouts with long arms aren't common, and even if we did have them they should be manned by NG. These boats in particular aren't amazing at the job because of all the weir dams and shallows.

On the other hand, 175,000 people have been killed over the last decade in the Mexican drug war and the activity does spill over. I know Deputy Constables that get into pursuits every single day. Cross border shootings do happen, sometimes it's several dudes with long arms. Every day there are dozens of smuggling attempts where cartels try to move expensive product inland. Many of them will use violence, and if they're fortunate enough to splashdown back in the river, we're now in a situation where LE is moving in to take their shit, and cartel on the border are moving in to get it back. In those situations you want a gunboat.

This really needs a military solution, but Obama made sure that didn't happen. Texas could put NG in gunboats, but then you have a state using military force against a foreign country all on its own, which the feds could easily federalize. So instead they use Troopers instead; can't federalize those. I can't judge when they're doing LE against the cartel.
