I mean, I disagree with you since I think Max is a good character in her own right and isn't just some blank slate that has no conviction or desire unless you choose it. A lot of choose-you-own-adventure stuff seem to make that mistake.
But she was also more subtle and meek (unless provoked) than someone like Chloe who was very dramatic and wore her heart on her sleeve. There's enough characters in the game that I think most people would feel attached to at least one.

I think that's really over-simplifying Max, but it took me a fair amount of time playing and discussing things to see more into what makes her a defined character.
She's not the most fleshed out person in fiction by any means but she also has more that sets her apart from the numerous other protagonists in choice-driven fiction. A lot of it comes from her general attitude, most of the choices in the game are very similar and not radically different, that helps to establish that Max thinks in a certain way. For some, myself included, playing the game went from "What would I do?" to "What would Max do?"
