Assuming a budget of $500, what's the most accurate, decently long range rifle?
I'd like to shoot out to around 500 yards (targets, so I don't care about wound characteristics/knockdown power, etc) and don't want to spend a few grand to get a tack driver/spend stupid amounts on ammo. Just plinking, but at longer distances.

Howa or Savage bolt gun in .223/5.56

Ruger American in .308 with the Vortex scope package.

Savage 10 for really good accuracy, but a low end AR-15 you get for $500 will be able to hit a human torso at 500y with non-shit ammo.
Zastava M59 the better version of SKS . 7.62x39 ammo. They are around 500$ in my country but can probably be found cheaper in USA
If you can't find it just get a SKS

Thanks for a solid jumping off point. I'm avoiding the AR platform because I'll end up spending over a grand nickeling and diming myself with "eh, a much better fire control group is just $70 more..."
Howa Mini Action, CZ 527, or Savage Axis II. They're all cheap and available in .223. The Howa and CZ are available in 6.5 Grendel if you want better ballistics for more expensive ammo.

500 dollars to hit targets of what size at 500 yards?
sincerely not even trying to offend: your whole post reads as "semester is out, dude can't keep weapons in the dorm, and is in way the fuck over his head"

You can get a savage axis heavy barrel and it's a subMOA gun for less than $300.
