Look into the SCR. Its a traditional rifle stocked AR that has its own special BCG and will work with pretty much any AR 15 upper

A mini 14 will hold it's value, Kel-Tecs will not, even if it doesn't fall apart.

If you can build a NY legal AR without permanently fucking up the lower receiver or the whole upper, I'd go in that direction; you can always sell the stock and fixed mag 10-round components to faggots who live in douche states.
