Also, are those suppressors, or just for looks? When have you ever seen a law enforcement agency use cans?

LAPD uses cans. I've seen park rangers at Yosemite with cans on their patrol rifles in their cars. Not really all that rare.

Police forces are different and separate from Military. They have their own contracts for their own weapons. That's why you sometimes see them with G36s.
