I saw some derringer flats on theflatspot for less than 20 burgers. What tools would I need to finish the derringer build with a parts kit? On a scale of mating AR-15 lowers/uppers to functional Luger using hand files, how difficult is it?

The only derringer parts I can find only have the sideplates . They direct you to buy the barrel, trigger, and grips from another company.

I know some people sell NOS parts kits on eBay for ~100 dollarydoos, but I don't know if excalibur is still in business, since phone orders seem pretty antiquated in 2017

But they're still larger than a .380 pistol, or at least the normal derringers available today are. I still wish some company would release a decent modern derringer design with 1 or 2 shots, the minimum caliber that you can go with and still get decent penetration when using ball ammunition (probably .32 ACP), using as much polymer as possible to lower the weight, and actually designed around being as compact as possible instead of just another clone of the Remington model 95.
