Alaska tried that awhile back: I think it was 5 acre plots, absolutely free, except you had to live on the property 6 months a year for 5 years to get the deed or some such shit.

A guy I know was living in Anchorage at the time, and he and a bunch of buddies hauled ass up to the free land site to claim a bunch of adjoining lots with the idea to set up a little town with a store, gas station, mechanics shop, and a bar. They couldn't get within 20 miles of the land up for grabs, it was all bogs, mud that almost swallowed the whole convoy before they figured it out. The only way you could access the land was during the winter on snow machines.

I bet the Russki land is a pretty similar deal.
