The tikka CTR will have a much nicer bolt, trigger and mags, but is also $800 (Whittaker guns) compared to $550ish for the savage 10fcp sr or 10T. I think they should both be capable of half MOA if you reload. Tikkas have people making prefit barrels nowadays so savage isn't the only one in the game with that option anymore. You may want 6.5CM over 308 though.

But really good glass is expensive and you get what you pay for.
I bought a pawn shop Savage 110, put a new barrel on it and bought some nice glass, but I spent $1500 total since I spent $1000 on glass. It's good for me out to 600 yards (longest range within a 6 hours of driving) buy could be pushed out further, and makes a great deer gun.

Savage 10 in .308 (550$) with a SWFA 10x42 scope ($300) and mount (100$) is a good option.
6.5CM would be a better option for about 50$ more, I believe.

I own a 308. Police, and 1000yards is really the Limit, if you want to get into long range, I recommend exactly that setup, because 308. is relatively cheap and training makes perfect. If you want to stay howeever, Id. recommend a 338. lapua at least, preferable a 408. so you can shoot past a km.

there is a youtube video just for this, $1000 thousand yard rifle. you didn't specify in your OP, but they get both rifle and scope for $1000. Savage Model 10 (18") and Primary Arms FFP is what they end with.

Only other one I can think of which I know is a legit 1000yd rifle is the Sako 85, but new I don't think you'd find many around the 1000quid mark.
