Twist rate determines the bullet weight stabilised. 1:12 will easily stabilise 55 gr. but you either need a faster twist like 1:9 or higher velocity to stabilise the new heavier bullets like 62 gr. No real need for 1:7 as that is made to stabilise the longer tracer rounds the mil. will sometimes use, although it does work well for the 80gr.+ bullets.
Unless doing an 80% reciever no actual machine tools are needed. ARs can be assembled with fairly cheap handtools. Cost me less than $100 to get a tool set to do complete tear down and assembly.

But if you just buy the lower pre made you're good to go.
A1/2 stocks don't need anything except a screwdriver to install (only adjustable ones do; I didn't know this until I helped a friend on his build)

As for the upper, you might be able to just get a pre-built one (if you don't like fun things) or, you can build it yourself.

A vice on the floor of you apartment with some weights stacked on top will work in a pinch.
And it's only around $30 in terms of cost.
I can't speak for bench blocks, but you will only need an upper bench block (are there different blocks fr the upper and lower?)

While it is a "swamped barrel" the heavy end is due to a mistake Sullivan and Stoner made in A2 improvement testing.

If the A2's thicker gas port area was worth anything more than fuckall, things like picrelated wouldn't be an issue. I challenge you to find reports of A1s going tits up because their gas ports got too hot anyways. The middle portion of the barrel will literally explode before some useless deadweight material up front saves the day. Stop defending retarded Marine decisions.

I forgot to address your barrel whip stupidity along with your general ignorance on why the gas port thickness is useless if everything leading up to it is markedly thinner.

Firstly, an AR has negligible recoil in general. Secondly, if you think the bit of additional thickness at the front end of the barrel is going to have any real impact on combat accuracy, you're likely one of those mouth-breathers who think chrome lined bores have any real practical accuracy degredation compared to bare steel. As with the barrel whip ""advantage"" the government profile AR15 offers, no infantryman is going to notice it. A SOCOM profile barrel will make a more profound difference in that area, anyways, because it's actually thicker where it matters. The only real impact adding more material at the gas port onwards does it make the rifle less balanced. And that is something even an average joe could notice, unlike your offered barrel whipping.

The A2's barrel profile was a mistake, and the sooner you come to terms with that, the better.
