What is war going to look like when every country is just using robot soldiers? What makes that different from a video game?

It's only really a threat to the power grid. Sure, that's nothing to sneeze at but it's something we can bounce back from.
They're also fairly easy to harden electronics against and the vast majority of military electronics are hardened against them because we spent the better half of the 20th century pretty damn sure we'd be driving tanks through nuke churned europe

In reality what the fuck would be the benefit in making combat robots look as human as possible? Legit combat robots would probably look like a severely refined version of the Boston Dynamics dog with a turret mounted on the top.

Large numbers of civilian casualties due to psychological wall (someone behind a screen is more likely to drop when the human on the other end is just pixels), more and more expensive jamming units, logistics becoming an even bigger pain in the ass, technical expertise coming in at a premium, etc.

I don't think there will ever really be "robot armies" because there's a simple cost-benefit ratio involved where eventually handing someone a gun and saying "go kill them!" is cheaper than building a dozen kill-bots and hiring 100+ people to keep them running and maintained. There's also going to be problems no matter what with remotely-controlled mass-manufactured machines. As in: Find one security hole, and the whole fleet is compromised. The CIA lost its veritable prototype stealth drone in its first flight over Iran because they used jamming techniques that have been around for decades. That's the sort of problem robot armies would have to overcome, except on a mass scale. You really don't want to march 200 death machines into a country and have a switch flipped where they all turn off and/or put into a neutral mode where they can be recovered and used against you later.

There's also the obvious: The only way you're going to be able to get robot armies to do what you want is via satellite. That makes them clear targets. You really don't want Low Earth Orbit becoming a shooting gallery of debris making space travel impossible for a century or more.

This is why I contend most robotic security units will be employed domestically or as security. As the cities and grow and become more unsafe due to 'diversity' and the like, expect police killbots to become the norm, a la Dallas.

Because you want them to replace the human component entirely.
Design a robot that works like a human and you're all set.
Go with doggies and you'll have to add doggie doors everywhere, elevators instead of ladders because quads can't climb them, specialised equipment to interface with every system used by the current military, etc.
