Well, depends what you call "functional". Slamfire is quite reliable, and all you need is a couple of pipes of very common sizes, but the operation is so slow I'd barely call it "functional".

Depends heavily on what you're making but as most of the thread is saying yeah, you can. Depending on where you are it's also possibly a quick trip to prison though. In the US home made firearms are generally OK so long as you do not "transfer" them and they are not NFA items but I imagine in most of the world even a simple pipe shotgun is horribly illegal.

A pipe, an end cap and a drill. Boom there's a mini hand cannon. Reliable in that it can't really go wrong. Though it is single shot and close range as fuck.
Match head and box powder, mix and grind and you have a propellant. It's weaker than black powder but still serviceable.
