Tula is OK. Where the value is lost is when ~1 round per box won't fire due to super hard primers. Or having primers that rupture. Pulled some primer bits from my firing pin channel when I was shooting a lot of Tula.

Yeah. It's not something I would actively avoid shooting, but if I find a decent price on some Blazer brass, or Remington UMC, I buy that instead.
Bimetal jacketed ammo has been shown to wear barrels faster, but nothing significant, and nothing worth not shooting it for.

I saw 50 round boxes for 14 cents a round last week. Factor in shipping costs, comes out to about 21 cents a round. Not bad, but Walmart in my area usually has it at about 19 cents a round so I just buy local.

Like others said, the primers are pretty hard so some guns may not be very reliable with them. Only good for plinking.
