Soviet studies said the 122mm could pen the glacis of a Panther at 2500 meters
German studies said the 122mm could NOT pen the glacis of a Panther AT ANY RANGE, it could pen the lower glacis at 100m
who was in the wrong here?

It's possible they were comparing two different 122mm.
A 122mm howitzer very well may have trouble penning a panther.
A 122mm gun may not

Not in this case. These are internal documents,so we have 2 reasons to believe them
1 There was no incentive to falsify things that wouldn't be available to the public
2 Lying to Stalin would get you into the gulag.

it's bullshit the germans knew that AP rounds fired from 76mm guns under 1km could punch through the panther turret

>inb4 it was different guns being compared
My honest guess is that the germans testing using an M-30S from an SU-122 self-propelled howitzer and the soviets tested using the well-known D-25T cannon most notably from the IS-2 heavy tank.
