Most coups anywhere in the world only see the replacement of a small percentage of government staff. These are the guys at the very top: presidents, chiefs of staff, cabinet ministers, inspector generals. Middle management, soldiers, policemen, etc. usually don't get fucked with, and many stay on with the new regime. Thus you get a recurring cycle of thousands of low-level bureaucrats competent enough to keep their job, but not competent enough to become a problem for the current or potential new regime.

This was not the case with the Rwandan Patriotic Front. It had been organizing itself both as a pseudo-government in exile, and a military leadership outside Rwanda for decades. When the Hutu Power government almost entirely up and ran for the Congo border, the Rwandan Patriotic Front was left as the ONLY governing authority in Rwanda. It's not a one-party state, but in the '90's, it might as well have been. That level of unity and actual experience governing, coupled with not having to inherit a broken system, has made the RPF, and by extension the RPA/RDF some of the most effective political parties and armies in Africa.

Paul Kagame runs an extremely tight ship and is a strict disciplinarian. His top guys, while loyal to him, are all qualified for their positions and for the most part know how to run their shit. Furthermore militarily in regards to the Congo Wars the Tutsi RPF had years of bush war to learn how to utilize guerrilla tactics and aggressive infantry movement to the fullest. During the first Congo War this was used to relentlessly push the Zairean military all the way to Kinshasha. Not even French and Serb mercs could turn the tide (though there are many rumours that the Rwandans hired several mercs of their own, mainly to run supply flights). During the 2nd Congo War the Rwandans again utilized aggressive infantry maneuvers to outflank dug-in DRC and Zimbabwean armored units on many occasions, though this time their offensive did stall about midway through the country. There was also a side-incident where in the city of Kisangani where tensions between allied Ugandan and Rwandan soldiers lead to outright fighting that lasted several days. Despite armored support, the Ugandans got fucked and had to pull out after taking heavy casualties and abandoning most of their tanks. Journalists in the city noted the Rwandans would blow holes in the walls of buildings to outflank the Ugandans.

Basically, Rwandan infantry know how to get shit done and actually follow orders.

Adding to this, the Rwandan military also has the added bonus of having an intelligence community that doesn't suck. It's largely why they were able to easily topple Mobutu in the 1st Congo War, and while Rwanda couldn't take the DRC down in the 2nd War its heavily implied that they were behind Laurent Kabila getting assassinated by one of his one bodyguards.

The Rwanda Tutsis, back before the Hutu-Tutsi war, were the elite of the country. Best educated and held many of the best jobs. They were, and are, however also a 15% minority. After that war the Tutsis are more focused than ever on the fact that they are a minority and the only way they can stay on top and alive is to also be better fighters than anyone else in the area. Wise thinking, that. I hope they will succeed.

Because food and clothing over there is like a six figure salary, they are operating their fucking hearts out because they don't want to go back to living in a cardboard box.
