It's common to shorten inches with a ' and not a " in my region. It was an 8,9cm fixed Karambit. I never checked the BKA (Criminal Police) notification because fixed blades are legal to carry outside up to 12cm if they're not obvious designed weapons like daggers.

However, the Karambit was so scary looking that they decided it's a weapon so you're not allowed to use it. I will probably have to pay a fine and will never see that knife again.
