.38 special is a 9mm projectile in a 29.5mm long case and as such is 10.5mm longer than 9x19mm parabellum. .38 special can be loaded to the same pressures as .357 magnum. .357 magnum cartridges only use longer cases to prevent dumb asses from loading them into fragile .38 special only revolvers. The extra 3.5mm of length on the magnum's case are ballistically superfluous.

It's really not as much about the specific cartridge past a certain point. What's more important is the barrel length. The bullet needs to travel a decent length for the gases behind it to accelerate it to its full potential. The 2-5 inches of barrel length common to almost every model of handgun is not enough to accelerate a .22 to its full potential, let alone a more powerful centerfire cartridge.

Although the cylinder/barrel gap would fuck with things, pic related would probably give you rifle-ish ballistics.
