OP here. I just calculated the force of the spaghetti at that speed, and apparently it would be even close to piercing skull. The force it takes to break skull is 4000 newtons, whereas the force of the spaghetti is a small fraction of a newton. It may not even pierce skin. Probably would hurt a bit, though.
